The [Veteran API](https://github.com/department-of-veterans-affairs/vets-api/tree/master/modules/veteran/) appears to have no documentation. I see a comment saying it has [no public documentation](https://github.com/department-of-veterans-affairs/vets-api/blob/master/modules/veteran/app/controllers/veteran/v0/representatives_controller.rb#L9), but I can't find documentation of any kind.
