Has there been any further movement on this? It seems to me rare that certificates are small enough to be sent without fragmentation, especially if smaller fragmentation sizes are used....
I second this request. It is also required by ISO15118 for the client to send a list of certificate authorities in the client hello.
I have the same question. But I think based on the number of open issues and lack of response to this question, I think the answer is clear!
