Problem with installation

Hi, I am using Ubuntu and I tried to install based on [get_started.md](https://github.com/open-mmlab/mmsegmentation/blob/v0.20.2/docs/get_started.md#installation). Sudo permission

fswebcam asks for sudo permission even if I run it with sudo. This makes it useless in any script. Having sudo permission is fine. But asking with a pop up...
