I'm marking this as ready for review to gather feedback. The build is consistently passing on [ci.jenkins](https://ci.jenkins.io/job/Core/job/acceptance-test-harness/job/PR-2285/) and the test is robust with proper awaits/retries. However, there are some limitations...
