You're correct. As per https://github.com/webrtc/apprtc > appr.tc has been shutdown. Please use the Dockerfile to run your own test/dev instance.

Can i use "appr.tc" server in my commercial application ?

The server is provided by Google and is public. So can't comment on that.

I deployed the server on Google Cloud but I can not connect from the Android app
