Enhancement - When user submits and issue, if one similar is with a distance, as user if this is the same issue and if so, comment form is loaded

In UC 2019, I got a similar feedback from a customer, their goal is to limit number of reports coming from same IP Address and around same time.

Clicking on a list item is producing console error and pop up information is not showing
