sadly I don't have the time to fully maintain this in a proper way, so forks are welcome. Also for some reason I have not seen the notifications on this...

@chrisroberts thanks for looking into this, on what host OS have you tired this? I have a second machine with ubuntu 22.04 and I just could reproduce there as well....
To whomever might encounter this: the comment from here https://discuss.hashicorp.com/t/virtualbox-ignores-command-line-from-vagrant/53156/3 seems be the culprit of the issue. Once installed using regular package (instead of the standalone binary) vagrant up worked.

The current workaround for me is to NOT install _python3-pymysql_, but _python3-mysqldb_ instead. this way it still works (for now)
