In this particular case the problem is in incorrect configuration of the attachment widget. Expression should be set using data-defined override, not entered directly in the field.
Confirmed. Happens with the latest available version 3.4.2
@azvoleff may I ask for metadata examples?
Are you behind proxy? If yes, can you share proxy settings you are using in QGIS?
