Did you tested the bot in web chat following [this](https://docs.microsoft.com/en-us/azure/cognitive-services/speech-service/tutorial-voice-enable-your-bot-speech-sdk#optional-test-in-web-chat)? We had a similar issue and we fixed it when doing that procedure.
