Yeah, I18N is mandatory only for learner facing pages. It's not required for the exploration editor, though it is for pages related to the contributor dashboard.
@soumyo123-prog PTAL at comments about duplicate functionality. If additional validations are to be added, add them in the existing functions and call them.
