windows: add auto-update mechanism

Thanks for pointing me to this thread :) as previous posters i also see this as an high prio case for usability and as i wrote when check for new...

After upgrade to QTS > 5.0.1.2145 Tailscale is not compatible anymore

I also had the same issue and the only current solution i found was to downgrade to 5.0.0 version from Aug 2022, then i could upgrade from 1.26 to 1.30.2...
