Tom, You are correct, the role of the first argument is the 1D linear index type. I will be working on documentation about this. The PERM_IJK types are really holdovers...

@rhornung67 i think the current RAJA develop branch imposes the Lambda requirements, which means the use of the new Lambda notation is necessary. I think if @vsrana01 does a PR...
