Can solenoid valve and buzzer functions be added?

R1, R2, C3, U6, it seems that they are not connected, they are all GND.

Can I use this if the flyback transformer is broken?

I saw a 14.318318 crystal oscillator used on this card  Is it possible to use 14.318318mhz instead of 17.430mhz crystal?
