Submit jobs directly to Kubernetes Scheduler by pool config

Will update tomorrow moving config to be under scheduler (one config for whole cook cluster) and to pass it in to create-datomic-scheduler (for testing).

question: how often is Mesos version bumped?

Unfortunately it seems hard to contribute a 1.3 bump given the extra gogo annotations, but looks like [building with proto3](https://issues.apache.org/jira/browse/MESOS-7228) is targeted for 1.4 release.
