It looks like allow external was removed from recent versions of pip: http://legacy.python.org/dev/peps/pep-0470/ Something like pip install https://github.com/matplotlib/basemap/archive/v1.0.7rel.tar.gz should work though.
The thing to do is upgrade to http://scitools.org.uk/cartopy/ :)

On fedora there isn't a plugdev group, and removing that reference was needed to get running on my fedora-iot hosts. There probably is a better way to handle cross-distro support...
