**Describe the issue** It seems that the command line arguments aren't properly decoded when building via `native-image` in Windows. A simple one-liner that dumps the arguments into a text file...

Fix README: Russian, not Japanese

The README mistakenly mentions Japanese words being present while in fact they are of course Russian.
