I'm having similar problem, i can decrypt data from my backend but anything encrypted with RSA.encrypt cannot be decrypted but with RSA.decrypt. I also tested with multiple online decrypt sites...
Fixed it. I needed to base64 decode the encrypted data at my backend.
edit. oops, my bad. i misread the package name. i switched from rsa to aes and my solution didn't apply to this anymore.
same problem with RSA.decode
i ditched expo and recreated my project with react native cli. problem gone.

I'm not sure if this is related but i get black screen if i turn my monitor off and turn it back again. No input, no cursor, have to restart...
