I have the same problem when using the pantheon session on Archlinux, but the patch provided by @worldofpeace does not solve the problem.
@worldofpeace, mutter 3.38.4-2, intel video card. Artifacts can only be seen in the pantheon session.

We'll have to make a fork.
It is unknown when it will be released. It is not known when it will become stable enough to be used in linux distributions such as artix.
It is also not clear why you think that adding i18n will double the code? Whereas gettext requires only to "highlight" the lines needed for translation in a special way....
