It have been restarted multiple times now. Also I have relogged in the web interface it still say NorthAmericaEast  

I installed a new browser. And the region still says NorthAmericaEast I don't know if it have anything with my setup. I use tmpfs to have savegame data in memory....

The Dashboard do display the correct region

What cache are you talking about? Also other other settings that I have changed in the server.xml file also show default values instead of the changed values. Somehow it seems...
