The icon files themselves are there, they're called "actualiconname.b4bfb144.png". I don't know if that is wanted or not, but they definitely are not used. Changing the resource strings in SteamVR/drivers/indexhmd/resources/driver.vrresources...
For details see https://gitlab.freedesktop.org/wayland/wayland-protocols/-/merge_requests/149, but effectively the protocol allows compositor and client to talk in pixels instead of logical coordinates, allowing games to run at native resolution.

In Wayland sessions, X11 is still available through a compatibility layer, but should effectively never be used over a native Wayland connection if the application is capable of that.
