Error during binding discovery: Could not load type 'Microsoft.AspNetCore.Mvc.ApplicationParts.ApplicationPartAttribute' from assembly 'Microsoft.AspNetCore.Mvc.Core, Version=2.2.2.0

In my case the problem was using `Microsoft.NET.Sdk.Web` in the test project. After I changed it to `Microsoft.NET.Sdk` bindings started working again.
