Given any repo cloned with e.g. `--depth=1`, In `1.6.3` `head.target.parent_oids` gives the correct list of references. In `1.7.1` it is an empty set `[]`

If the next workingstep is a child of a closed tree element, switching to it does not open the parent element.

Happened due to recent changes to fix bug related to ridiculous number of calls to GetDynamicGeometryJSON state.js needs to be updated to accommodate new program flow- i.e. advance returning true/false.
