This pull request upgrades webpack to 4.x. It's currently in a partially working state.

adding api search code for libraries

Still needs work but provides the initial basic intellisense. falls back to the current behavior if the service is unresponsive.

@casieber, Please look into this as I got a notification from GitHub. This doesn't affect deployed code however, but it is still better to stay compliant.
