Decay damage from Storm Burst explosion

Hi, sorry for necro-ing this thread, but is it possible to calculate Decay DPS with storm burst using maximum skill duration as a bench mark?

Viper Strike of the Mamba doesn't combine damage from both weapons for damaging ailments when dual wielding
