Add Custom Speech integration to SDK and sample

This sample is for Bing Speech, which is retiring. We have a JavaScript sample for the new Speech Service at https://github.com/Azure-Samples/cognitive-services-speech-sdk/tree/master/samples/js/browser.

Doesnt work with the new Speech API
