I think Cyrillic `ч` also should refer to this thread, since its handwriting variant are similar to Latin `r`  Examples in handwritten fonts:

@peczony @rsms The problem with displaying accents in Cyrillic vowels can even be denoted as a separate issue. For reference, you can see how changes are made to other fonts...

@Drufsen I can't confirm this bug in the latest version of Microsoft Publisher (Office 365, 18.2104.12721.0).  According to your GIF, Inter font is not loading correctly from fonts system...
