During serialization byte fields are marked with `SHORT_FULL` which leads to an error during deserialization. I changed the marker to `BYTE_FULL` and added a test case.

Monorail traffic lights should not affect pedestrian lights

Monorails do not interfere with pedestrian crosswalks, thus they should not affect automatic pedestrian lights. https://github.com/VictorPhilipp/Cities-Skylines-Traffic-Manager-President-Edition/issues/240
