Even with the workaround deployed on my server, the page _still_ jumps to the wrong position in the TOC. It's just no longer smooth with the scrolling transition.
Check your keybinds, it is likely that the keybind for Wings (Fly) conflicts with another mod.
You should drink a wings potion and press the keybind, hold W to keep flying. If you don't move forwards when flying, you'll land right back down on the ground....
