Feature Request: A file-based way to disable the settings button

For security reasons, I would like a way to disable the settings button and dialog after the initial modification of the settings has been complete. Maybe a initial setup-type system?

I would like to be able to set the clock to 150%+ UI scale, without making the login dialog overrun my background image.
