For me it happens with a single monitor (the laptop's screen).
I tried it. When IcoFX is maximized, the taskbar changes its state to Normal, but on rare ocassions, when paint.net is maximized, the taskbar doesn't change its state to Normal....

It would also be nice to add a comment for new contributors at the beginning of both `sprites_light.tcl` and `sprites_dark.tcl` that they are auto-generated by `spritesheet_generator.js` and shouldn't be edited...
The menubar can't be themed, because it's not a ttk widget. It will only get the color scheme.
