`static inline Ort::Env onnx_env{nullptr}` easily leads to nullptr deref on app exit

I'm facing the same problem. When define `Ort::Env` as a global variable before `main`, the crashing happens resulted from `NULLPTR` with address `0x0000000000`. This is weird. At least, this issue...
