配置文件效果异常

更改arc_gen后面的cp_consume_speed或者overload_consume_speed似乎都没效果，以及改了storm_wing的这两项过后风之翼就完全不消耗过载和cp了。。 修改的那一行格式如下： storm_wing {cp_consume_speed:0.4,overload_consume_speed:0.4} 其他几个选项差不多都是可以正常用的。 版本1.7.10，mod版本1.0.7.b
