Update for sponge 7.3 / Conifguration not generated

The latest version of the WebAPI (5.4.5-S7.1.0) does not seem to proper generate the config files on **Sponge 7.3.0**! The files under _/config/webapi/_ are all empty (please see attached screenshot)....
