The software doesn't need/use a driver, it uses libusb directly and speaks "raw" USB packets with the device. So... it *should* just work, assuming it's running with rights to open...
It should compile just fine under mingw (that is how I compiled the Windows binaries myself as well). What problem(s) are you running into?
It's probably because pkgconfig doesn't know where it's installed. You'd have to either edit the Makefile to no longer require pkgconfig, or set up pkgconfig properly.
What is the problem exactly? It won't read the card? Write? Both? Any error messages when you make an attempt?
Could you post the exact error message it's giving you? There's like... a dozen or so possible errors, so it matters what the exact text is.
