On Windows, borderless windowed mode seems to work fine under DX9. It's only broken on Vulkan.
As a quick note, this isn't exclusive to the item taunts and also happens for taunts like the Frontier Justice's. I think it may have even been in the game...
I believe the voice lines are simply regular hurt sounds ([class]_painsevere0X IIRC). Robot versions of those sounds _should_ exist.
