To add to this, I only find that it happens in certain games. Both the Bomberman XBLA games do this for me using the Xbox 1 controller

Spot Goes to Hollywood (USA): No in-game music, sound effects appear to be intact though

3D Baseball (USA): The announcer's player introductions (when they step up to bat) seem to loop, depending on how long the player's name is

I tested this workaround after finding this issue. It still happened to me with HLE BIOS

Thanks madmodder for the fix. There's no way currently to get players 2-4 signed in when in those other modes, is there?
