Saying that the version is 'latest' isn't vaild. Looking though your crash report, I can see you're on 4.0.2.280. Please get this fixed.
Also, where did you download Galacticraft? Looking at the report, this isn't a Galacticraft issue. There are mods like Just Enough IDs that will fix the problem you are facing.
Does this occur without any addons?
Forgot to mention: the Rocket Liences would be used as the schmatics in the NASA Workbench, as that's where the rockets would be crafted, thus making the "Rocket Assembly Machine"...
