This formats all the code in the repo and (eventually) will check formatting and checking that it can be built in circleci before allowing stuff to be merged in

Floor Shuffle requires Treasure and NPC shuffle

The UI does not reflect that Floor shuffle requires these flags. The UI should be updated, or the Floor shuffle code should be updated to allow for use without treasure...
