Archivists should get a notification, too if a charter is suggested for publication. To Do: - Send mail to archivist - add dummy archivist to publication.app.xml

Comparing email adresses does sometimes fail, if the saved email adress is url encoded. Encode both adresses and check with encoded string. Change my-collection-charter-edit.widget.xml
