Exe file gets this 

Resolved the issue by putting it directly in the opencv folder with the missing file (I suppose adding to path could work too)

Perhaps the method download is lacking permissions? or is in a place where permissions need sudo?

clone the git, then create the example files in that directory. There isn't an external library, it refers to an internal one.
