Can not start Redis 5.3.7 with PHP8.2 on windows

Can't insert some actions to MySQL database, and search, rollback or restore and etc after fail

Also database collation is limited with the default chosen latin1_swedish_ci. I updated mine to use utf8mb4_general_ci which allows expanded characters in the utf range to be supported.
