[BUG] Self-hosted macOS builds only work once (?) due to permission errors for Julia <= 1.3

This is mainly a placeholder/reminder issue for now.

Recent versions of Julia are also shipped as a portable .zip file for Windows. That may or may not be faster than running the installer.

On release branches the CI tests shouldn't run `npm install` but instead run the action as is.

This exercise has never been used as part of the research experiment but it would still make for an interesting practice exercise. You can find it here: https://github.com/exercism/research_experiment_1/pull/140
