yeah i've been messing with source since around 2015-16 and this has *always* been an issue

Updated the title and description to make it more clear, as #359 is already about a code update, and this is about binaries

for SP it corresponds to the engine binaries used in the Half-Life 2 series and Portal 1, and the upcoming branch of SDK Base 2013 Singleplayer

Source makes use of several proprietary middleware libraries (BINK, RAD Telemetry, Havok/IVP, Miles Audio, etc.). Throwing the engine up on github would probably get them sued.
