I've altered my modlist since then, but I can see if I can replicate it again.
I think it's a conflict with a replanting mod, the leaves only break from bone meal with this suspect mod in place.
Tested it, it's due to the V-Tweaks mod, likely it's auto-replanter feature, might be worth looking into compatibility with that mod.
Having this issue as well.
