This PR adds support for the iLabs OpenDec02 board by adding the ilabs_opendec02.h header file with specific settings for that particular board.

Add support for the iLabs OpenDec02 DCC decoder into the sdk.

As descibed, this PR adds early working but non optimized RP2040 support. It was developed on this (https://ilabs.se/product/challenger-nb-rp2040-wifi-chip/) board which includes the required wifi chip.

As described this adds an entry in the HalPinmap_t structure to allow a board to use any SPI bus supported by the Arduino BSP. Tested on iLabs Challenger and Adafruit...
