If an issue happens when running Proton Experimental against a kernel that has both futex2 and FUTEX_WAIT_MULTIPLE, and stops happening when setting `WINEFSYNC_FUTEX2=0`, please post it here.

Frame pacing problems when games have their own 60FPS limit

Eg. Street Fighter 5, but happens with many others - will have spurts of time where it's dropping frames. Selecting 59hz limit fixes it.

ctrl-shift-T seems to do the exact same as ctrl-shift-S these days, and I don't see tgid indicated anywhere on events. Was there something non-standard we had enabled for that that...
