Same issue just happened for me. I'm also on 13.3.1 Beta 1. I'm going to try downgrading to 13.3 and see if that resolves it. I'll update this comment after...
I downgraded from 13.3.1 to 13.3 and the installation was successful.
What version of iOS are you on? I had the same error when I was running the 13.3.1 beta. I rolled it back and most installations are OK now.
