The tag 'TimePicker' does not exist in XML namespace 'http://schemas.xceed.com/wpf/xaml/toolkit' in my WPF application

Getting error.. The tag 'TimePicker' does not exist in XML namespace 'http://schemas.xceed.com/wpf/xaml/toolkit' in my WPF application when building with MSBuild. I get no error when build with VS 2019 .netframework...
