Why am I receiving Access Denied errors when starting TABMON with the MBEAN counters in the Counters.config file, but it clears when I remove that section ?

As stated, TABMON service won't start receiving a Access Denied Error when MBEAN counters are in Counters.config file, but works fine when the MBEAN counters section is removed. Any ideas?
