also, try openocd-esp32 version `v0.10.0-esp32-20190708`. I have had issues with newer versions of openocd-esp32. What versions is your `xtensa-esp32-elf-gdb`? mine is `(crosstool-NG crosstool-ng-1.22.0-80-g6c4433a) 7.10`

Your debugger is newer then mine, but that should not matter I think. Can you try to debug an ESP32 using just the cli of GDB and Openocd?

I looked at the releases of ESP-IDF but the highest stable release is currently v4.0 (https://github.com/espressif/esp-idf/tags). Running the `install.sh` script also upgrade your toolchain. So The issue may lie there....
